The arrangement with Messrs Dennys & Bowley the Acting Crown Solicitors expired on the 31st. August and Mr. Kemp commenced his official duties on the 1st. September.

Crown Solicitor's Bill.
On behalf of the legal profession to which I have the honour to belong I wish to protest against the Govern- -ment taking power to appoint an unqualified person as Assistant Crown Solicitor and to force the Court to admit such a person to practise as a Solicitor in all the Courts in the Colony.
The proposal is contrary to the law of
England, and of this Colony: it is unfair to the legal pro- -fession at large: it is, as far as I know, unprecedented, and it is unnecessary as the Government can always obtain any number of qualified professional men to fill the post.
The proposal is contrary to the public interest: when the Crown or the local Government as representing the public is a necessary party to legal proceedings it is in the public interest that a properly qualified professional man should represent its interests.
It is as if the Government were taking power
to appoint a non-medical man as Assistant Superintendent of the Government Civil Hospital or a layman as Assistant Chaplain.
If the Government wishes to train a cadet to
act for the Crown Solicitor such cadet should be articled to the Crown Solicitor and pass the usual Solicitor's examinations: or service in any of the legal department might be substituted for
articles.
